I have 13's on my acoustic and whenever I do more than a 1 step bend on the low E, I get a snapping sound and the string drops a whole step down, somtimes a step and a half. Is that something that is tuner related or is the something happening with the string?

It could be alot of things like the string is not on the machine head right. The machine head is stripped and most likley the string is just streaching its self. There are all kinds of things. How old are the strings?
It realy sounds like the string was not put on properly

It might be the machine-head gear on that tuner is slipping a tooth when you hear that popping sound.
