Start with a master drawing. That's the biggest thing I didn't do when I undertook my first project, and that's why it became difficult.
With 2 sheets of A2 sized paper taped together, draw a centerline down the middle, and start taking measurements from another similar bass and the parts you own and want on the final project.
Once you have everything planned in terms of dimensions, then you can progress towards getting wood, tools, technique, etc.
Do you drawing first. (Fret spacing measurements can be found online, but don't worry too much about that yet).
Once you've done that, we'll move on to the next step.

I'd recommend you read through these books:
1) Martin Koch's Building Electric Guitars: How to Make Solid-Body, Hollow-Body and Semi-Acoustic Electric Guitars and Bass Guitars
2) Dan Erlewine's Fretwork Step-By-Step
There are also a lot of good instrument building resources online. Stewmac.com will have a lot of the tools you'll need. Frets.com will have a lot of info as well.

I would suggest that you either, Youtube videos, or look on eBay or something.
Are you actually building a bass from scratch, or are you resembling a new bass with old parts.
You mentioned using old bass parts, so I guess you are going to keep parts, or modify.

Sorry if I missed that detail... I think guitar/bass building is WAY more technical and challenging than FX EVER could be... Nearly infinite choices in design/wood/construction/wiring, etc. etc. etc. Just my opinion...
