So I accidentally deleted a folder with a program in it and now I can't reinstall it because it says it's already installed. I tried un-install it but all that did was getting rid of the program from the add remove programs list. I've also tried cleaning out the registry from stuff related to it but that didn't seem to help either. I've run out of ideas so I turn to you.

If it won't be reinstalled the cause is quite clearly that it's still in the registry... perhaps some specific DLL libraries are still left and halting the installation process. Finding out what these are... hm.

CC Cleaner might help
Life is like a musical by Andrew Lloyd-Webber. Very popular and not as bad as some would have you believe. That is, unspeakably awful but mercifully brief.

Ive tried another registry cleaner and it didn't help but I might as well try this too.

Also, even though this has been resolved, something you can try is Windows Install Clean Up.
