whats the deal with a "preamp" on acoustic guitars

Some acoustic pick-up systems need a signal-boost to work properly. A pre-amp gives that boost, and in addition usually lets you adjust the parameters of the sound as well.
Un-plugged is not the same as
never-was-plugged-in-to-begin-with.

A lot of piezo pickup systems need to have an inbuilt electronics box to try and make them sound someway decent, and also to give you the facility of changing some characteristics like bass response and overall level from your guitar, rather than running off-stage to adjust them on the P.A. System. Also the output level of the pickup might need to be amplified slightly to get it up to a working level before it outputs from the guitar.
