Use 1 finger per fret, always keep your index finger rooted on the fifth fret. Try it on all strings, and when you can get every note at the same volume, try and increase the speed.

This one helped strengthen my barre chord ability immensely but it hurt like hell the first few times:
It doesn't sound amazing, but try playing "Sounds of Silence" by Paul Simon using your index finger barred for two of the three notes instead of using three fingertips. It's quite difficult (I found) to keep the higher G B and e strings down and not buzzing. The thing is that you've got to hold that barre for the duration of the song and so it really builds up your strength and stamina. Try to repeat it three times a day. Also, I found that sometimes the best way to get better is to not play at all for a couple of days as your muscles get a chance to recover.
