Without looking at everything above to see if he wanted that A-string played or not (He might have actually wanted it played on the A-string/2nd-fret, which would give a G-chord) , if you did want to omit the sound of that A-string as you strummed the rest of it, you could mute that string out either with the tip of your index-finger, or just with the side of your middle-finger as it fretted the E-string/3rd-fret.
I kind of think he might have meant to show the tab for the G-chord 320033.
Un-plugged is not the same as never-was-plugged-in-to-begin-with.
